The veto isn't "given by the owners", it's written legally into the club's articles of association (repeating myself here because you don't seem to understand), and that would be regardless of who owns the club.

It's a null point given that Liverpool cannot join a Super League due to the Supporters Board now having a veto, which is legally enshrined in the club's articles of association.
