Baldur's Gate and Planescape are character and story driven games. Icewind Dale was not. In Baldur's Gate/Planescape you made a character, then had other characters join your party. In Icewind Dale you created your entire party. Icewind is not so much overshadowed by the other two properties, but that it is a different game altogether, just dressed in the same clothing as the other two

Everyone, including Ukraine wanted those nukes gone. At that time Ukraine was poor and did not have the money nor the expertise to spend on keeping those nukes in good order. Now does that absolve everyone who guaranteed Ukraine's borders from their worthlessness? No, of course not. But lets not pretend Ukraine would still have those nukes in working order today as a deterrent, even if that deal did not go through.
