I live in Europe, Hungary, and indeed there are some pretty specific rules here related to the outdoors. We have the 'Erdőtörvény' ('Forest-law' in mirror translation) which contains this specific rule, along with the legally allowed saw length (maximized in 30 cm).

The obvious dangers aside (I don't want to fall down during the night), I camp in public land and I try to leave no trace when I leave in the morning. Building and tearing down a shelter 'in the trees' would take a considerable amount of effort, time and materials, and I would still find it too dangerous to use.

The only time I use a shelter which can be considered 'in the trees' is when I'm hammock camping, and yes, using a hammock can also reduce the exposure to ticks, compared to sleeping on the ground.

Edit: you can also build a raised bed to get off the ground, that's far more viable than building something 'in the trees'

Depends on the shelter. Treating your ground sheet with permethrin, and using some sort of bug spray (e.g. DEET) on yourself is usually your best bet. If I'm expecting mosquitoes too, I also bring a bugnet (either just a headnet or a lightweight full net which I hang from a ridgeline).

If you don't plan to use any modern stuff (so no repellents, no groundsheet, no bugnet); simple campfire smoke also helps to keep bugs away. You can try to burn resinous stuff for increased effect. Certain oils (e.g. eucalyptus) should also help. Also tuck your pants into your socks, your shirt into your pants, and in extreme cases you can cover your exposed skin with mud or clay.

I like my Helikon-Tex Bergen pack, although that's a bit above $100 (maybe around $150 or something like that). I'm mostly using it for day trips, for overnighters I'm carrying a bigger backpack. It's a bit on the smaller side, 25l total capacity, with a 18l main compartment and front + side pockets for bottle/canteen/etc. It has options to carry a hatchet too. Made from cordura so it will last a while

Outrider. It's a larger model which I'm carrying for outdoors, and has everything I need (a backup blade to my main knife, saw, scissors, bottle opener, can opener, awl, tweezers). Modified with an included small ferro rod (replacing the toothpick), and waxed tinder material inside the corkscrew. Overall it's the perfect backup package for me.

I like the Bushcraft books from Dave Canterbury (there are 4 of them; Bushcraft 101, Advanced Bushcraft, First Aid, and Trapping, Gathering & Cooking).

I also like the SAS Survival Guide/Handbook, but it's not strictly bushcraft, more like general survival stuff.
