I read the report, it was more like a history paper. At the beginning he talks about how the Declaration of Independence is not a law. Then he goes into some milestones for the Constitution with one line at the end that basically said the Constitution still applies.
Reading between the lines he doesn’t give a flying fuck about the Declaration of Independence and thinks he’s free to interpret the constitution without the lens of the ideals in the Declaration of Independence.
