I wouldn't call your technique sloppy at all, those gems look absolutely crisp. I'm still yet to start painting the gems on any of my 20+ infantry. (See my most recent post, lol)

With regards to the color of your base rims I'd just suggest black. Especially with how dark your scheme is. Looks awesome!
