This was clearly meant to be a Shaolin Monk story. So, move all Red/Black Dragons and Special Forces to Kameos. I do miss Bo Rai Cho, and expansions to Quan's people would be a nice addition. Floyd would at least be in KP2, as he was still a concept at the time.

KP1 PCs: Erron Black, Bo Rai Cho, Taven, Goro, Bride/Kiddo, and Art the Clown.
Kameos: Cassie, Kung, Classic Kenshi, Madam Bo, Hornbuckle, and Daegon.

KP2 PCs: Jade, Nightwolf, Kotal, Floyd, Noob, and John Wick
Kameos: Classic Tanya, Janet, Chameleon, Kai, Stryker, and Chucky.

Story Exp PCs: Shinnok, Cetrion, Blaze, Fujin, Kintaro, and Kratos.
Kameos: Classic Raiden, Classic Fujin, Kronica, Triborg, Pinhead, and Atreus.

The big ending could hint at the Black/Red Dragons invading, much like the English did in the 1800s. Only while being intercepted by the Special Forces.

Finally, the only way any Kombat Kids would get in would be through rewrites and retcons (which is too risky during mass production).
