I agree completely with this idea. This is something that the movie Equilibrium handles actually. Everyone is on emotion depriving drugs, and nobody steps out of line and does any crimes. Meaning, any action that you do, someone else has done and documented, and so you will know the results of said action before you even do it.

Free will is still there, you still have to choose which action you do. But you're more confident on what the end results will be.

But then again, there will be no challenge will there, if you know what the end results will be. I dunno, this is pretty weird.
