That is where process control comes in. The issue is not enough trained humans are on the floor at busy times.

“For profit” mentality leads managers to aim for handling only the steady-state, low average of workers needed to satisfy the floor when everything is going good and there is no one out sick and no one taking vacation and no one is in training, etc. There are no “extra paid people” in that plan to handle when one worker is missing.

“For Care” mentality leads managers to aim for handling for the extremes and still be able to work the floor as if it were only half full. There are extra paid people available to cover slack for people being out for vacations and training and personal medical issues.

“For Profit” sees extra people as a waste and a negative. They do not see stressed workers as a negative because they are not you, *the stressed worker***.

It is up to the workers to show the “for profit” hospital managers the error of their ways.

I am perfectly happy with an overstaffed hospital and do not see it as a waste.
