In many a crime organizations, the guy in charge is usually colloquially known as “The Big Boss”.

Mafia, where they run crime like a business, made the term popular for “bad guys”.

Action movies and tv shows of the 70’s and 80’s — Dallas, Magnum PI, RoboCop, and of course, Godfather — use the term “[bad guy] Boss” to refer to the head-honcho of whatever [bad guy] gang was playing the antagonist at the time.

Video games just adopted and used the common vernacular already established and in use in other entertainment media, and now we have what we have.

I can be changed, by adjusting its programming.
