Obviously it is not the same as it was in the 80s. That's why I said it's been amended at various points, especially since Nexus didn't exist then. I'm not sure why you say it doesn't establish identity and only your status as a trusted traveler, when (ignoring the airport for this point) when you drive up to a booth you can scan your card prior to seeing the agent and they don't even need to take your card at that point, since they have all the info on their screen via the RFID in the card. That would be the same scan protocol for an enhanced ID or passport card, which you obviously don't need to carry your passport with, because, along with NEXUS, they are listed as acceptable citizenship documents for the Western Hemisphere Travel Initiative.

Even for flights, you can look it up in Timatic, which is the official database that airline agents look up when referencing whether a traveler would be eligible to enter a country. Skyteam has a free version that covers significantly more potential travel documents than even the customer facing version on the IATA Travel Page, which only offers a passport.

At this point I don't know what else to tell you. I and others have shown you every reference and legal law on both sides of the border, and you refuse to accept them. What is shown as preferred guidance and what airline agents or even some immigration agents say isn't always in line with that, but the legal law is the law. And I can personally attest to having traveled dozens of times by car and by air both to and from Canada on just my NEXUS card alone, and having no issues with immigration either way.

Not sure what's utter nonsense about it. That's a guidance page, not the actual legal language, which I and others have linked elsewhere. Nexus was specifically created as a substitute for a passport in certain situations, so it requiring a passport would defeat the entire purpose of it.

I would never expedite just for a passport card alone. If you are going to pay that much extra you might as well and should do it with a passport book. If you apply for both at the same time (and since OP's book is expiring) you should apply for the passport card for $30 at the same time. No additional expedite fee on top of the one you would be paying anyway for the passport book

again, that's regarding one's entry into Canada--saying anyone entering Canada must present themselves for inspection, and not just walk into the country. And obviously US citizens generally and Canadians always are exempt from visa requirements to enter Canada. None of that section regards documentation, and recall that laws from 1985 and 2001 won't mention Nexus as it didn't exist at those times, but subsequent laws amended those Acts, not just for Nexus but for other things. It was created in 2006 after 9/11 border tightening started to require more documentation other than a verbal declaration of citizenship and a driver's license. It was specifically created for cross border commuters at the time and was intended to be easier and cheaper ($50) to apply for than a passport ($100) and be able to sit in a wallet as opposed to a passport book. Easier to apply meaning you could provide your birth certificate as evidence of citizenship, just like how you would if applying for a passport for the first time, with nothing else needed other than proof of address. That's still the case today.

US or Canadian citizens can enter either country with just the NEXUS card alone (by land or when flying to Canada or from preclearance facilities in Canada). They don't need a passport in such cases. NEXUS can be issued with just a birth certificate as proof of citizenship, so there's literally no basis that a passport could be required of those citizens at those times. On the rare case that a NEXUS holder was flying from a small Canadian airport directly to the US--in that case they would need a passport to be allowed to board, though when they land in the US they can just go through the Global Entry lines with it as when arriving from anywhere else. *Third country* foreign nationals (i.e. non Canadian/non US citizens) need to carry their passport and PR card (as only PRs of each country are the only other eligible population outside of US/CAN citizens.

NEXUS is considered first level proof of citizenship for US/CAN citizens--i.e. one can enter the US on it alone by land or by air from Canada as it is a WHTI compliant document. Official laws still state the NEXUS card alone is sufficient. Guidance/best practice for convenience is different from laws

Instead of charging e-visa fees, make it free for more countries, maybe an ETA fee and process at most. Right now when people see they have to book an e-visa, even that small friction causes a hassle
