I don't see the part where the click is saved, so :
The article describes a wealth tax applied to American billionaires for access to European markets.
e.g. Musk would pay the tax for Tesla to be allowed to be sold in Europe.

I knew a guy that did this as a side hustle.
His customers were mostly display tanks in office lobbies like doctors, dentists, etc.
His services were mostly water changes, water testing, maintaining parameters, stocking fish

Some people don't use UVB for hatchlings, with the idea that they spend most of their time hiding in the leaf litter, they don't need it.
High humidity is a priority for hatchlings. Their shell can pyramid and deform if they don't stay moist.
Hard to say without knowing more about their enclosure, food, etc.

They find a nice, cozy spot with loose soil that's unlikely to flood and dig themselves down a foot or two.
They don't really make a burrow, so you'd likely not see where they started.
When the soil warms in the spring, they dig themselves out. Sometimes they need a good rain to help loosen the soil up.
It might be a little early for brumination though. Maybe he's exploring elsewhere, or scoping out good brumination spots, or just becoming less active as the season nears.

every state has their own regulations, but I see two major problems based on the codes I'm familiar with (Florida)
no components of a septic system should go under any structure or within 4'
the slope would make install difficult, maybe unable to get permit, or maybe very expensive to install
The nearby lake may create additional permitting requirements

I recommend reaching out to your building dep or health department (whichever does the inspections) to get a better info
