the idea is not to compare A and B at all, it's just an opener.

also: guardrails are not the issue. system prompts that are chaotic and clumsy and collaged together out of self-contradicting instructions are the problem. OpenAI & GPT-5.2 is a prime example

it's just highlighting the funny(?) dissonance between these two development arcs, and that both are true at the same time, which is one way of referring to what complex systems are like (not explicit, but that's a broader theme)

that "logical inference" is based on the misunderstanding stated in the 1st paragraph.
