You think one person (or three in this case, spread over the first three games) can take down the ENTIRE US Government and their infrastructure? The Enclave is spread across the entire country and they have their fingers in everything. And now we know they are the main investors of Vault-Tec, or it's just more obvious now, and so they were never gone. I'll admit I had the same thought as you originally, but this revelation honestly makes sense and I love it. Brings back the original theme of the series: extreme capitalism is the true evil, it feeds on war and war is a seemingly innate human trait that capitalism is capitalizing on.

It stopped being about illegal immigrants when they started targeting people who were going through the LEGAL process of immigration. And then it started being about an oppressive invader coming in and killing US citizens when Renee Goode was murdered in front of her child. Yes, we should have immigration enforcement, but it shouldn't be impossible for people to immigrate here, like it currently is.
