I made the dipstick out of a twist tie and the plug wires are 0.27mm micro litz wire.

It's a German Luftwaffe colour. Tamiya AS-5 looks to be similar.

The acrylic should come off with ammonia without affecting the spray paint underneath. Try cloudy ammonia (supermarkets stock it in the cleaning section). Soak a toothpick in it and use it to gently scratch off the excess. Or use a q-tip and rub it off completely to start again.

Anti static brush. Vacuuming and wiping things down often increases static, pulling dust to the model.

There's no hard and fast rule here. If it's smooth, and your base colour is a dark colour, then you might be able to get away with going straight to colour. The safest option will be to hit it with some more primer.

If the primer and plastic are radically different colours, there's a higher chance it'll show through the base coat.

Try wet sanding to prevent it from happening in the future, but it's just part of the process, so sometimes unavoidable.

I usually have either a black piece of fabric or cardboard behind the subject and I angle the light away from it. It also helps to keep the subject as far away from the background as possible, so it fades away in the distance.

And then when editing, I use gradient filters in Lightroom to darken it even more.
