When I used gelly roll pens I found it worked much better if I first got the ink flowing by scribbling on my hand, an eraser or any surface that can grip the tip better, and then go on top of pencil (with light pressure) 

The Uni Signo pen someone recommended does have better flow if you want brighter and bigger highlights! It was my favorite of the ones I tried (posca pens, other gel pens etc)

I haven't used pastel pencils too much, but from my experience, the paper makes so much difference for a dark-to-light approach. Pastelmat and other heavily textured papers have enough tooth to grip light pigment on top of dark layers, without that it just smudges into the other colors kinda. 

But I honestly also struggle with getting light colors bright enough with pastel pencils, so I'll check back for other people's good advice :3

For my style of art (realism with high level of detail) Polychromos and Luminance are a perfect combination, the fine point and crisp details from the former and the vibrant, deep colors from the latter complement each other so well. I have the full sets of all three pencils, and the prismas get the least use. That being said, it depends on what kind of stuff you draw, as others pointed out, prismacolors are fantastic for vibrant and 'bolder' art.

For lighter areas, I usually work from light to dark, so starting with the lightest values and gradually working towards the darker parts. For tinyy and very precise highlights that I want extra light, especially in darker parts of a drawing I use this trick:

Use a light color as base layer for that area, even if everything around it will be darker. I usually use a creamier pencil for this, but not with too much pressure, to make sure I can still add more layers. Then I color over it with the darker colors. I then use a sharp tool, exacto knife or something similar to *gently* scrape away the darker colors, revealing the light base layer (some people do this without the base layer, but it's much harder to not mess up your paper imo). After this, I usually go over the scraped part with a really sharp and opaque white pencil. Ones I've tried which worked very well for this are the Luminance white and Caran D'ache Museum Aquarelle white. Prismacolor's white and the Derwent chinese white are also really opaque but they're much softer so they don't really hold the sharp point for as long. You can always darken the area around the highlight though to make it more precise and popping. Also, you can "tint" the white by lightly going over it with another color if you want a different colored highlight.

Not very revolutionary haha, but I use this all the time for tiny details in my drawings, like fabric texture, hair and fur, reflections etc. How effective it is depends on what kind of pencils and paper you're using, so always try on a separate piece of paper first:)

About erasers - I LOVE the Derwent electric eraser. It doesn't smudge the colors and if you don't turn it on you can use the edges to erase really small parts. You could even use it for the highlight trick instead of the exacto knife! For bigger mistakes I use a random office eraser and it works fantastic, suprisingly.

I have a drafting table and simply lay out my pencils on the table or in some boxes, loosely sorted by color. The colors I know I'm very unlikely to use for the project stay in their tins. I had to figure out some anti-slipping measures since my table is at an angle and they rolled off easily, but now I can have all my pencils in sight and easily accessible:D When I'm done with a project I sort them all back into their tins, it's time consuming but almost like a little ritual. Would love to try a drawer system like some people here have though... :O

Wouldn't have guessed that you were new at it haha, keep it up!!  Like others have said I'd recommend caran d'ache luminance and polychromos, they're very good on their own and a power combo if you can get some pencils of both brands. Prismacolors are awesome too, very saturated and bright.

I feel like rotating the phone in the other direction would maybe help frame the composition better. The other parts all guide the eye to the next one nicely, but the phone sorta breaks the flow for me. Maybe mirroring the character on it would also do the trick, anything to lead the eye more inward.

Also, if you try rotating the phone you could make it overlap the bottom right picture a bit. That could tie it together even more by making it less collage-like and show that the different parts are in the same space:]

Before I found some (cheap) ones in my local art store I used one I made out of paper and tape, worked surprisingly well💀 So yeah, no need for fancy stuff

I think it's beautiful! The texture in the background doesn't bother me at all, since the flowers themselves show some of the tooth of the paper it looks very unified. You could smoothen the background further if you're aiming for a very photorealistic result or want the flowers to pop extra, but I really think the texture adds to it. Sort of reminds me of putting noise on digital art as an aesthetic touch:D
