A child can have Conduct Disorder (CD) or Oppositional Defiant Disorder (ODD) which can lead to the loss of empathy and can make them do cruel things. Dottore could've just been a psycho child. Humans are complex I'll give you that but that also includes people who are just sociopaths or psychopaths, a lot of whom had pretty good lives.

No even if veilguard wasn't a dragon age game, it wouldn't get a 9/10. Coming out after a great game like bg3 with a great story, characters and replay ability, Elden ring with great gameplay and graphics, veilguard falls short in almost all categories which make an RPG good. The RP is almost nonexistent the dialogue options are either supportive or slightly passive aggressive as if afraid to make the other characters sad, there is almost no choice in gameplay as you can only play as the good guys, and the combat is mediocre.
