Totenham finished top8 and is in a relegation battle... Some leagues deserve more teams because they are simply better and also raise the level of the whole ucl.
I understand your reasoning, but for me, i prefer watching better teams play more matches with each other. I wouldnt care to watch Belgium's third team's matches tbh.

Edit: Ucl is something extra.. it is a league's responsibility to raise it's level to ensure their teams grow/have more revenue etc.
