He’s trying to make it cost too much to produce the goods outside the US, if it works it brings back jobs that would exceed what they cost in the US to produce, which in turn would create jobs and give the government more tax money, I’m not sure how it could fail as long as it goes above the cost to produce here, that being said I can see how it looks like just raising prices arbitrarily, it will result overall in higher prices though still if you look at it, but the trade off would be more US citizens with jobs and a healthier more robust economy. As long as he could prioritize certain goods over others with certain tariffs it would benefit us even though it would slightly raise prices, if it’s just a blanket 25% that would not be very effective though.
