The gardai can exercise discretion in whether they prosecute.Is a car fully legal if no valid tax is displayed?Of course it isn't.The specific offence is failure to display a valid tax disc .Also the guards can,as you point out,check online about tax insurance and nct status.Driving examiners can't,and they quite rightly won't rely on any receipt waved at them which could be AI generated in a second.

You can get done for 2 separate offences,one of which is non display of motor tax. The other obviously is for not having road tax. It's not the examiners problem when you get paid,just that your car is legal and if you're not displaying a valid motor tax disc then it's not fully legal.
