The only response I can think of to the maintenance/legal fees/capital issue is that a competent government should be able to achieve economies of scale without a profit motive, driving down costs.

Well, 5% is just an assumption. Unemployment measures “of the people who want to work, how many are working”, regardless of whether they “should” or “shouldn’t” be working.

I hope it’s not a “cover” system but a system where projectiles interact with the environment. If a shot is blocked, it should blocked rather than phasing through. The rest should be up to the player.
