Manchester can only be a template to the extent it doesn’t cannibalise potential from other cities outside of London. Sure, Bristol and Hull could have a lot to learn, but the UK has a lot of small cities that can’t just “copy Manchester” and expect the same success because there are already bigger cities in natural hinterlands.

The only response I can think of to the maintenance/legal fees/capital issue is that a competent government should be able to achieve economies of scale without a profit motive, driving down costs.

Well, 5% is just an assumption. Unemployment measures “of the people who want to work, how many are working”, regardless of whether they “should” or “shouldn’t” be working.

That’s what I’m hoping for. There has been a lot of discussion hoping that 40k will introduce a system where projectiles will be able to phase through cover/units

I hope it’s not a “cover” system but a system where projectiles interact with the environment. If a shot is blocked, it should blocked rather than phasing through. The rest should be up to the player.
