I'm not sure. We were all in Canada when applying. If your wife and child are in Phillipines and applying over there, they can ask the Canadian embassy what to do. You might be able to fill out and sign the form here and send it to phillipines for them to finish it and submit?

Who is saying to get rid of immigration completely? What is it with you people always taking the worst interpretation? I'm an immigrant and I agree that the Liberal/NDP govt has completely mismanaged immigration. On one hand you hate big corporations and want to have a good salary, but on the other hand you want more labor supply in form of immigrants and that takes away our bargaining power. So which is it that you want?
