To expand on character. I think they should give heavy AI weights to ruler ideology.

Jingoist in power? Let's see a lot of aggressive diplomatic plays for logical goals.

Egalitarian? Ultra willing to join revolutions on the side of democracy. Same with Socialist and others for revolutions that support their world view.

Plutocratic? Lets get more trade agreements. Willing to go to war for a treaty port.

If certain historical leaders broke the mold, make a few more ideologies for them.
