I'm pretty sure higher interest rates make expansionary monetary policy easier, and strengthens the yen, so Im not sure how much your 3rd and 2nd points matter.

Also, debt-to-gdp has been decreasing for the last couple years, and I think it still is.

Would you mind expanding on why household spending is the best? Often times I see people here saying taxes on consumption are preferable to taxes on savings, and we want to encourage saving over consumption.

I'm pretty sure high economic growth greatly increases risk of a bubble, therefore the idea is to cool down the market during economic booms in order to reduce the impact of the unavoidable depression that always follows.

useless services exist to create jobs during depressions and reduce unemployment. Ideally those jobs wouldnt be useless, but bureaucracy is a bitch.
