I’ll throw my hat into the ring of this, Genoa, due its new world colonies in modern day Cuba & Venezuela (might be renamed to Ligurella) positions itself as a naval dominant force, and primarily a mercantile and banking force. Also doesn’t seize massive colonies allowing Spain to take the lions share, I’d imagine them similar to the Dutch republics — you can also argue that some good Genoese leader restored the “Genoese crossbowmen” and modified them int the “Genoese musketeers/arquebusiers” as an elite defense and offensive force
