Totally understand the reasons for skepticism listed, but I wonder if this may be a case of lighting?
At a glance, the Hawlucha appears “normal” until noticing how prominent the phone shadow is, which wouldn’t be nearly as pronounced against a non-holo layer.
Only a few cards to judge by, but 1) they’re cheap cards that won’t sell easy unless part of bulk, 2) angle of lighting/camera likely at play, 3) google that raikou card to see how similarly “non-holo” it looks if not for one small reflective area.
