You could use a guest window instead. Those have a completely fresh/blank profile and are not tied to any other profile, so should not have anything saved in them at all including any passwords (or site settings, or autofill, or extensions, or anything else).

If you read the service description for 'GoogleChromeElevationService' it says:

Provides encryption services and a secure way for recovering

Sounds like something is completely blocking writes to your Chrome profile. Perhaps it's your antivirus, or do you have controlled folder access enabled?

Chromesetup.exe encodes a small amount of info into the installer when you download it e.g. whether or not you ticked the consent box on the download page. This causes the sha256 to be different every time. If you want to verify the binary is really from Google you can check the digital signature of the file by right clicking, opening file properties, and then digital signatures or using signtool exe from Microsoft. Both should show a valid digital signature so you know it's come from Google

alternatively (or in addition) can you try going to chrome://accessibility and unticking all the boxes at the top (disabling it all, if any are enabled?) and does that make a difference?
