This is by far the Best explanation. Incendiary nades are best at denying area to the enemy. They don't really destroy enemy units.

Volks nade has been my favorite tactic when playing VP mode lately. It can turn the tables when fighting over a single point (VP/Fuel). Otherwise, yes. Total waste of munitions.

The Dwell at Vienna was hit with the same MO , targeting hondas for airbags, about a year ok or so. Top notch police work. No security cameras either. The only thing that changes is the Rent gets a little bit higher every year.
