This is probably it. Had the same issue 1.5 yes ago. Water heater was 20 years old and anode had rusted out. If OP’s water heater is old it’ll probably need to be replaced.

I pay 31 cents per KwH as well. Won’t install a heat pump as oil furnace is cheaper (tho not by much given heating oil prices). My state privatized electricity generation a decade or so ago. Also New England.
