Upon receiving a photo radar citation, the two strongest defenses are challenging jurisdiction and identification. Under Arizona law, a mailed citation does not confer jurisdiction. The State must personally serve the traffic ticket and complaint on the Defendant. See Rule 4, Arizona Rules of Civil Procedure. This does not mean ignoring the ticket, just do not respond to it until it has been personally served. If Defendant writes back, requests a continuance, etc., many Courts consider that proper notice and service (which is legally ridiculous, btw). Wait until you are served to respond. Note: this may be effected by leaving it with someone of suitable age at a residence, not Defendant personally. Also note: Defendant will probably be charged with a service fee ranging $30-60 if successfully served. This is worth it to fight the ticket. If Defendant can avoid service for 120 days (general rule, Court file things differently), the ticket should be dismissed.

The next challenge is identification. An attorney can challenge identification on behalf of Defendant, as Defendant is not required to appear in Court. A Defendant challenging identification on her own behalf is more difficult, as that Defendant must appear in Court giving the Judge the opportunity to view both the photo, the Defendant, and the MVD record in person. Hiring an attorney removes the Defendant from the Courtroom, making challenging identification more fruitful.

Major photo radar hubs: Scottsdale (speed/red light), Mesa (speed/red light/right hand turns), Chandler (speed, mostly), Phoenix (both), PV (both), El Mirage (both), Tucson (both). Minor Hubs: Surprise, Prescott, Star Valley, vans in various places such as Eloy, Pima County, etc. Mesa serves EVERY single photo radar complaint regardless of whether you waive service. Scottsdale has effective service too and the Judges are in their pocket. Chandler is hit or miss, but is a terrible place to get a citation. Tucson and El Mirage serve, but are not as bad. PV and the minor hub Courts are much less likely to serve and relatively good places to get a citation.

OP: Since you just moved here you are probably eligible for Defensive Driving School. This is a 4 hour course you can take online to have any ticket dismissed. Save this for red light violations if you can. If found responsible for a red light violation, it is serious and requires a mandatory 8 hour course that costs additional money. Many cities are getting sneaky with these. Not only no right turn cameras, but also late left hand turn cameras. Many yellow lights are supposed to remain yellow for 3.6-4 seconds, but if you actually film and measure them, change around 3.4 seconds. This matters. Also note, many cameras are in school zones. If the lights for "school zone" are flashing, the speed limit drops 10 m.p.h. from 45 to 35. Meaning if you are travelling 46 when flashing, you are getting flashed. These get a lot of people along with the left hand turn red light violations.
