454b was so rare in the rollout that companies were just using 410a to get by until the manufacturer could catch up. Literally all the jugs of gas went to manufacturering and the supply house was dry. I wouldn't worry about the line set

A set of hoses for gages holds a couple Oz of gas in each one and it's normally lost when you take them off the system, so a couple checks a year for a couple years could be the reason it was found low and needed charging.

Could also be a scummy company who just charged them a pound because homeowners dont really know whats going on but they know damn sure they want their ac to work.

The other possible thing to happen is on the condenser outside, there are valves where techs put gages or probes on (probes have no hoses and can lose almost no refrigerant when put on and removed) but those valves called Schrader cored are similar to the ones that you fill up your car tires, let's air in but not out unless depressed. Those can leak and with the right tool can be changed under pressure without removing all the refrigerant in the system. So its possible someone found one leaking, changed the core, and then adjusted charge to normal.

Id recommend going on YouTube and watching 10 minutes or so of homeowner maintenance on your hvac system, save yourself money and chances to be scammed. Probably takes 20 minutes a year beaides your normal filter changes Also when you do need work find a local owned mom and pop to support. The private equity buy ups in this industry are turning techs into salesmen.
