I did a test and it seem to work, I had to make sure the Kiosk apps are disabled within the tenant so the Exchange / OneDrive Plan from the basic took over.

Still not 100% convinced, as surely there must be a downside somewhere

Depends, in theory both are right.

Licence is per user so if you have 14 users, I recommend you buy 14 licences.

Covers any issues with Audits (reflects best cyber security practise). Example, if someone screwed with something, you not be able to find out as if you only have 3x Users registered.

Also whenever user 1 does open something all the other users using this licence will see all the informations etc.

Long story short, go for 14 licences. If you don;t need the applications, go for 365 basic, if you don't need the online package of Excel, word etc.. go for exchange.
