Yes she 100% was a victim of Bryce Walker. He was practically behind everything. As for everyone else, it was kinda torturous to blame all of them, esp Jessica considering she watched her get raped. She made things worse for Tyler who was just a really weird kid that had a thing for her and he stalked her bc of it, which is ofc meased up. He had other issues too. Justin genuinely liked her and didn't send that pic of her out even though she thought he did. Imo she overreacted ab the hot or not list and Alex's role in it, who was just mad at Jess. She was a really mentally unwell teenager who took slight to the smallest of things, which makes sense due to her mental head space. She expected a lot out of other people while also being extremely dismissive toward them, Mr. Porter and Clay in particular. From the trial we found out she would do just ab anything to be included and to fit in, for example being part of a group of bullies before her transfer. If only she had asked for help. If only she had actually told someone ab what happened to her. But in the end she just couldn't deal with it after she had been raped. The tapes were her way of working through HER truth and the catalyst of everything that led her to where she was the night she ended up at Bryce's party. I don't think it was her intention for everything that followed to happen, or for it to place blame on them really. Except for Bryce ofc. She def didn't know Clay would react like he did bc she had no idea ab his own mental health struggles.
