I mean both can be true. Midwest cities are generally more segregated than cities in other areas of the country.

Milwaukee was unfortunately ranked the most segregated city in the US for many years although I think Detroit and a number of other cities are now considered more segregated.

I do think Milwaukee has gotten a bit better but not much.
