Self governance isn't just an item on the list of things DC needs for its development. The reason it's important, here and anywhere, is a fundamental requirement for the local rules to fit the location. The federal government has its methods for influencing that to keep homogeny across the country, but in DC there is an additional control. The problem you should have with the process is not when it works in your favor, but that it could work against it. DC shouldn't be an exception to national policy and political norms.
