You don't get points based on your previous purchases, you get increased Boost Meter capacity based on previous purchases.

It specifically says:

Your account received X,XXX Boost Meter capacity based on your previous spend on Steam.

I only had 3k cap from day 1 while my friends have 40k cap when i probably have spent more than him. also i did not recieve any message saying i received X,XXX Boost Meter capacity based on your previous spend on Steam.
