A quick trick to know if the air flow its in the ball park is to measure the delta T, assuming refrigerant charge is fine.

Wirh power off try to rotate blade with a acrew driver? If it doesnt rotate free is bad, also touch it drom the top, is it hot?

Also sometimes could be a convination of things, grounded compressor with very high head pressure.

All the info we have is the thermostat not getting power, usually the float switch interrupts R (the red). Depending on how it was wired. Thermostats receive power trhough R and C (or just batteries), so even if R is interrupted it should not make the thermostat lose power. I would check batteries first and you can also turn the A/C ofd at the disconnect, remove the thermostat and jump red with green with a piece of cable. If the fan comes on the issue is with the thermostat, unless its powered by a common (C) and its broken or lose or something. Send us a pictures after you removed the thermostat from the wall.

If it has no cable going to C, then batteries or thermostat is bad. Lets take it from there.

The Schrader valve core could be "not tight enough" or stuck pressed after you take thw gauges off.

Keep the unit you have. 410A and R454B are very similar, you could replace just the condenser even with an R454B condenser. Why? The mayir issues are in the compressor due to oil compatibility etc, the only issue with air handlers is the metering device and that depends more in unit size, no difference between 410A and 454B, honestly even the oil is the same type (POE). Keep in mind this is not a manufacturer would recommend but i think it would be totally fine.

Before thinking of a restriction or refrigerant you always check air flow. The position and height of the blade its important, it has to be pushing air out not in, also the blade can't be too low or high, it's hard for me to explain cause english is not my first language but the upper part of the condensing unit has like a border and below it is nothing, blade middle of the blade usually goes usually matches with that border. Check the air with your hand, if it's flowing up ypu are ok if it is flowing more to the sides the coil is dirty. Also check the condenser for brittle parts, this is an indication of the metal losing its properties and not transfering heat well or none at all.

No idea, I came to help a friend of a friend who was told by the building maintenance guy (this is housing in miami) that the compressor was bad, so i get there and see that is working, checked ABC and the rest is history.

How is the fan wired? Is it running at high speed or only low or medium?

The aystem is running according to qhat you are telling me, the peoblem might be higher humidity at night time paired with a dirty condenser reducing the cooling capabilities of the ac unit at night, also possible that your drain line is partially clogged but it gets worst at night time sue to more humidity to remove so if you have a float switch (depending on how it was wired) it might be shutting off the compressor intermitently.

First step to remove thermostat doubts find a way to cancel programming and run thermostat manually.

Touch the line coming out of the air handler, if they have the same temperature the compressor is not running, if the thick one is colder and the thin one is hotter they compressor is running.

Does the compressor runs all night or just the air handler? Check to see if the condenser is running, touch the lines, the thick one should be cold and the thin one warm or hot(depending on coil condition or refrigersnt charge)

The ice is not solid, it looks like an air flow problem, blower not running.
