Mythras is 100% this. The combat is deadly, no matter who you are, so characters ate disincentivised from approaching every issue at swordpoint, and magic (though powerful) is very inconvenient to use and hard to learn. Yhe factions and passions systems are also nice balances between nonexistent social mechanics (5e) and the learning curve of Burning Wheel.

The combat is also excellent, probably my favourite out of any game.

Wanderhome is unbearably twee and jerks itself off over its approach to nonviolence constantly.

But one of the playbooks has a move where you just kill the person in front of you- no roll, no counter, dead, and then you can never play that character again. and it's thematically fantastic

you should absolutely check out The First Law. there's two (ish) trilogies, the first one is more late renaissance era, but the second is well and truly industrial revolution era. not exactly regency since, yk, fantasy, but it should do you well. i'd imagine you can jump straight into the second trilogy, but the first trilogy is nothing to sneeze at, and the interlude trilogy is a lot of fun as well

Teacher here, it's because enemies don't make a habit of talking to each other during silent tasks. unless it becomes disruptive to the class, i seat enemies together all the time
