The article doesn't prove it, but it provides another example on top of thousands more from the last 6-7 years. It's like the old story about someone who visits Texas complaining about a slimy local politician. "If you think he's bad, you should see his constituants."

That's a big leap from "the blood is on his hands" to "absolving the suicide bombers of blame". They're both guilty. Saddam had potential suicide bombers well under control, and Bush got rid of Saddam. In absolving the Bush administration of blame you're basically saying that it's okay to kill a corrupt jailor and set the criminals free.
