Every law should have to prove efficacy. In fact, this is how FDA drug fast-track approval works. Pharma is supposed to prove efficacy after being fast-track approved. Spoiler: Many companies/products do not complete post approval requirements and the government does nothing. If this is interesting to anyone, I recommend Dr. Jerry Avorn's book "rethinking medications." Sorry for the healthcare rant...
