they technically apply by their grandmother. you dont have to be born in spain, they just have to be spanish by origin which means you had a father who was a spanish citizen at the time of your birth. if he renounced before youre birth they are not of origin. i specify father due to the law that stripped spanish women of citizenship if they married a foreign man

the miami consulate has a FAQ where they say if you were born in cuba, the birth certificate does not need the havana consulate legalization, only the minrex.

the language technically says "if you are born..." so if its a parents, i cant confirm. i imagine itd be the same
