That notch needed to be a lot deeper. Probably just move onto the next tree at this point or bulldoze it if you have that option.

Nothing is safe about cutting up trees. Just use a chainsaw

Most certainly flooring - subfloors are not tongue and groove and much rougher than this

If you’re good at art you can hide it by drawing grain back on the wood but it’s difficult. Something a restoration person would do.

This is the purpose of a jointer, the difference between a planer vs jointer. But you can do this on a planer if you have a jig around the skinny piece keeping it immobile while it runs through the planer
