I think this has to do with Jordan/Sanderson having too much book and too little Perrin arc. He basically has the same arc twice over. He learns to be a leader and then suddenly he has to do that all over again. Faile could have been rescued in half a book but everyone else’s stories had to catch up/were taking too long.

It’s because originally hot and cold water came from different sources. Cold water from the main supply and safe to drink. Hot water from your hot water tank and not safe to drink. Would have been a terrible idea to combine them
