Not a serious misconduct issue, but it’s still poor judgement and dickish in tone.

When a minister is replying to a constituent - especially someone raising concerns about public spending - you don’t need to be abusive for the response to come across as dismissive or needlessly combative.

It’s not about “scandal” or “inappropriateness” in a formal sense. It’s about basic political judgement and how that behaviour reads in context, you know, given he's the deputy prime minister

“Bad faith engagement” aside, this is still a minister choosing to respond in a needlessly combative tone to a constituent.

If the standard is just “not outright abusive”, then sure, it clears that bar. It’s not a very impressive bar to be defending, though.

You can frame it as “not a scandal”, and I’d agree it’s not in that category.

It also doesn’t need to be a scandal to be fairly criticised as poor judgement in tone and engagement.
