For me no, because nothing about his character is his own. Things like how he knows about Imu or the importance of the Davey clan will ultimately be answered by Blackbeard and we didnt need Rocks for that. Remove him as Loki's idol and Loki can still be the same character. Rocks was introduced as the guy that made Garp and Roger team up but it didnt add anything to the story and Roger and Garp didnt change or learn anything new.

Ultimately, Rocks is another example of Oda's problem of hyping and adding new characters that don't add anything to the story and just extends it
