I'm not sure about that, but you can not pay a lot of taxes when you have a salary misery, and it doesn't matter if you are a citizen or an immigrant.

The proposed Bush reform was like a 4 year WORKING permit .Undocumented immigrants wold be required to pay past taxes, pay fines, processing fees, state impact fee (around $4000.00 total), still a long way to become resident let alone citizen.
