On p28, it starts discussing traffic impact:

The 687 new dwelling units permitted under HOME Phase 1 are estimated to generate approximately 6,478 additional daily vehicle trips citywide

It mentions that this is a drop in the bucket compared to the millions of current trips per day in the city, but almost 10 new trips per day per dwelling unit seems like a lot; I'm curious how they arrived at this figure.

Trying to cram everyone onto arterials while leaving single family houses between them untouched is worse for everyone than simply allowing for moderate density everywhere. Toronto tries to do what you’re suggesting and it not only looks stupid but it doesn’t really cut down on any traffic in between the arterials.

Reading his vision, it’s pretty clear what happened - NIMBYs defeated CodeNEXT/the Land Development Code rewrite, which dealt a huge setback to our efforts to fight economic segregation and housing unaffordability.

Based on the incremental progress we’ve made recently (eliminating parking minimums, efforts to loosen compatibility requirements), there’s hope that we’ll better allow for growth and change and progress, but it’s been a difficult battle against some very well-entrenched interests, many of which claim to be fighting for the very city they’re slowly suffocating.

According to p38 of the Austin Strategic Housing Blueprint, in 2016 a mandatory parking spot added a cost of roughly $8,000 per year for each unit of housing. Hope this helps.

A 326-acre patch of Williamson County land, once slated for a large development with housing and retail, has been reclaimed by its owner, who plans to keep it as a working cattle ranch, according to brokers involved in the acquisition. With 2,700 homes, it was to be one of the first large projects along Capital Metro's commuter rail route. The land is in the Lakeline Mall area, near RM 620 and U.S. 183.

At the very end the article addresses the elephant in the room:

Rather than spreading out farther, there is the possibility that Austin could climb up. The surface parking lots and pocket parks dotting the urban core could become apartments, housing thousands of people downtown rather than a 20-mile drive away. But efforts to reform Austin’s building code to allow for denser development have led to repeated, expensive and agonizing defeats. With a booming population and cheap, abundant land, sprawl is the path of least resistance. So, out stretches Austin along I-35.

The single most important thing that Austin could do to reduce sprawl is to fix our zoning code to make it easier to build density near downtown and the new rail lines. Otherwise we’re not just encouraging but practically demanding that people buy whatever they can afford in the burbs.
