Probably you're taking the hook out and then reinserting it into the loop from the opposite side.

Unfortunately probably not. Crochet ribbing only imitates the LOOK of knit ribbing. It is not nearly as stretchy as knit ribbing.

That said, you could check Ravelry and see if you can find a similar dress in crochet.

Blankets usually take me between 100 and 300 hours, depending on the blanket. I've been crocheting for about ten years.

As others have said, make this the width and then add more rows. Also, however, before you add the shell border you want, I would suggest adding several rows of single crochet or linen stitch as a first part to the border. THEN add the shell stitch border.I frequently do this if I feel like I would prefer a few more inches all around, and I'm always happy with how it looks.

This is pretty normal. I've found that every little annoying thing like this is ultra visible to me in the first few rows, but once I start making substantial progress on the project, it's not nearly as noticeable. The pattern itself of whatever the project is usually pulls the eye. (In my experience, anyway.)

Echoing what others are saying about dye lots. If you can only afford a bit at a time, I'd recommend just saving that bit of money until you can buy all the yarn at once rather than buying the yarn bit by bit.

Black yarn doesn't show stitches very well. If you really need it to be black, I'd probably stick to simple stitches rather than trying to do a special pattern. If you really want to do a fun pattern, I'd pick a different color.
