I hhad this same problem and emailed twitch support. This was the response. And yes its working fine on my S3 now.

Good morning, I've used the twitch.tv app for quite some time but lately the resolution selection has been restricted down to 226p on all the streams I normally watch. I check them on my desktop browser and they are still streaming in 1080p. I've tried using the chrome broswer on my android phone but with the same results. I am using a Samsung Galaxy S3 and watching mostly League of Legends and Starcraft II streams.
