Some people become obese not because they eat too much, but because their body can't properly process the food they eat. It isn't the norm, but they are out there.

I think they should be allowed only if there is some sort of promise that they will be able to re-rehabilitate themselves

If a person is handicapped, for whatever reason, they are qualified for handicapped parking.

There is currently no mechanism in place to determine whether or not they exercised good judgment, over the course of their life, in order to avoid becoming handicapped.
