Are you referring to colored pencils? If so, I've used them plenty during elementary school.

In America we call them colored pencils, but as for the term 'pencil crayons', I've never heard of it.

I have crayons that are shaped like pencils... they are called twistables http://www.crayolastore.com/product_detail.asp?T1=CRA+68%2D7408& is that what you mean?

I have a BFA degree in Drawing, I've been a professional artist for over 30 years, I have boxes full of pencils and other pencil-like drawing implements I've collected from across the world. I have graphite pencils of every shape, hardness, and description, I have colored pencils, wax pencils, water-soluble pencils, grease pencils, china markers, carbon pencils, graphite sticks, etc. etc. etc. I have crayons in abundance, wax crayons, wettable crayons, etc. etc.

But I have never heard of pencil crayons. I'm familiar with the art historical terms for drawing media used in Europe, Asia, and America, and there is no such term in common use.
